River to River Officials Association
By-Laws Established March 20, 2002

Article 1--Name
The name of this organization shall be the River to River Officials Association. |
|
Article 2-- Mission
The mission of this organization shall be to improve and promote uniformity in officiating procedures so as to produce a better understanding of the game rules among coaches, players, spectators and fellow officials. It is also the intent of the association to promote members to have dual memberships in other associations. |

Article 3-- Membership
Section 1 Active Member
An active member shall be a person who has completed a membership application form and is considered in good standing if he/she continues to meet the following obligations of membership.
- He/she complies fully with the code of ethics of the National Federation of Interscholastic Officials Association.
- He/she is a registered official with the Illinois High School Association in good standings.
- He/she has paid any association dues and special assessments which have been levied as provided by these by-laws.
- He/she attends association meeting on a regular basis.
- He/she attends the mandatory clinics for each sport in which he/she officiates.
Failure to comply with the above obligations will be grounds for removal of an active member of this association.
Section 2 Honorary Membership
- Any active member who has been in good standing with the association and who is selected by the Executive Board is eligible for honorary membership. Active members of the association can make suggestions for honorary memberships to the Executive Committee.
- Honorary members are not required to due the following.
- Pay dues.
- Attend meetings on regular basis
- Attend mandatory clinics.
Section 3 Dues and Special Assessments
- The annual dues shall be established by the Executive Committee. Dues will be paid once a year on or before (April 1st).
- The Association calendar year will begin on April 1st and end on March 31st of each year.
- A thirty day grace period shall be allowed for past dues before a member is no longer considered in good standings.

Annual membership shall be twenty dollars ($20.00) due and payable on April 1st of each year.

A one dollar ($1.00) fee will be assessed for each assignment received through the association. Assessments are due when the assignment is received but must be paid when they total fifteen dollars ($15.00) or by the end of each calendar year, whichever comes first.
Section 4 Membership Privileges
Active members who are in good standing have to right to vote, hold office and to serve on committees.
Honorary members have to right to vote and serve on committees.

Article 4 Meetings and Quorum
Section 1 Meetings.
1. Six general memberships meetings of the association shall be held each calendar year. One in January, March, May, July, September, November. These meetings will be considered a regular meeting. Special meeting can be called by the Executive Committee with forty hours (48) notice to all members.
2. Notice of regular meetings shall be given to the active and honorary members at least seven (7) days before the meeting date.
3. Meetings dates, places, and times shall be determined by the Executive Committee.
4. In the absence of any provision in these by-laws to the contrary, all meeting shall be governed by the parlimentary rules and usage contained in the current edition of Robert's Rules of Order Revised.
Section 2 Quorum
1. One third of the total active members shall constitute a quorum for the transaction of business.

Article 5 Nominations and Elections.
Section 1 Nominations
1. Nominations will be made from the floor at the April meeting and voting will be done by ballot after all nominations have been received and closed.
2. Only those consenting to serve if elected shall be nominated.
3. Elections will be done by ballots and the candidates with the majority of the votes cast for the individual office shall be deemed elected.

Article 6 Duties of Officers
Section 1 President
The president shall preside at all meetings of the association, shall sign all contracts and approve all warrants upon the treasury as endorsed by the Executive Committee, and shall be ex-officio member of all committees except the nomination committee.
Section 2 Senior Vice President
The senior vice president shall in the absence of the president, assume the duties of the president and assume such other duties as are deemed necessary by the president
Section 3 Vice President
The vice president shall in the absence of the senior vice president and president, assume the duties of the president and assume such other duties as are deemed necessary by the president.
Section 4 Scheduling Secretary
The scheduling secretary shall assign contests received from athletic directors or school administrators upon experience, IHSA rating, and the frequency of the last assignment. In the event the scheduling secretary is absent, the secretary-treasurer assumes his/her duties. He/ she shall receive compensation as determined by the executive committee each calendar year.
Section 5. Secretary-Treasurer
The secretary treasurer shall be the custodian over all association funds and records and shall be over the collecting of dues, depositing of funds, check writing of bills and all reports as deemed by the executive board. Secretary Treasurer shall be responsible for all special assessments as set forth of the by-laws. He/she shall give out a summary of accounts each year at the april meeting. The summary of accounts will be comprised of a balance sheet.
Section 6 Vacancies
1. If before the expiration of the term for which he/she was elected, the president dies, resigns, is removed, or becomes otherwise disqualified, the senior vice president shall secede to the office of the presidency for the unexpired portion of the term.
2. Vacancies created by death, resignation, removal or disqualification of other officers shall be filled by appointment, as determined by the remaining members of the executive committee, for the unexpired portion of the term.

Article 7 Executive Committee
Section 1 Composition and Term.
1. The elected officers of this association ( president, senior vice president, vice president, scheduling secretary, secretary-treasurer shall constitute the Executive Committee of the Association.
2. The term of the elected officers shall be for one year beginning in April of each year.
Section 2 Meetings
The Executive Committee shall meet as needed and before each general meeting of the association.
Section 3 Duties of the Executive Committee.
1. The Executive Committee shall carry out the mandates and policies of this association as determined by the membership.
2. Shall enforce the by-laws of this association.
3. The Executive Committee shall create, appoint and direct the activities of the standing committees.
4. The Executive Committee shall have the power to bestow an honorary membership.
5. The Executive Committee shall appoint an individual to fill the vacancy of an elected office as set forth in Article 6 of these by-laws.
6. The Executive Committee shall review all appeals of the disciplinary committee.
7. The Executive Committee shall determine the procedure for reinstatement once a member is no longer in good standing (Article 3, section 1)
8. Subject to the provision of these by-laws and all resolutions and enactments of the membership, the Executive Committee has full power and complete authority to perform all acts and to transact all business for and on behalf of the Association.
9. The Executive Committee shall determine the compensation of the scheduling secretary each year.
10. The Executive Committee shall have to power to carry out other duties not covered under these by-laws Items acted upon not covered under these by-laws will or maybe directed to the by-law committee for possible amendment. |

Article 8 Standing Committee
Section 1 Membership
All committees shall be selected by the Executive Committee. All members of the committees shall serve until released by the Executive Committee.
Section 2 Standing Committees approved by the Executive Committee are as follows
a. Program Committee
b. Public Relations Committee
c. Disciplinary Committee
d. By-Law Committee
e. Membership Committee
Section 3 Adhoc Committees
1. Adhoc Committees will be formed from time to time by the Executive Committee as deemed necessary.

Article 9 Top 15 List for IHSA
A. The executive board will complete the top 15 list for the Association each year and send it into the IHSA by their deadline.
B. To be eligible each official must attend at least two association meetings per year.
C. Consideration will first be given to Certified and Recognized officials. If room permits Registered officials will be added at the end.
D. Criteria to be used by the executive board to rate the officials will be the following.
a. Knowledge of rules
b. Mechanics
c. Attendance of meetings
d. Certified or Recognized
e. Years of Experience
f. Number of Varsity Games
g. State Final Appearances
h. Super-Sectional Appearances
i. Sectional Appearances
j. Regional Appearances
k. Miscellaneous
The Executive Board will use a rating system of 1 to 5 with 1 being the highest and 5 being the lowest in each category. The Executive Board will then total the scored for each official and that will be his/her ranking. When all officials score are totaled they will then be put in numerical order, the top 15 list of officials.
Each member of the association will be given the opportunity to fill out a form listing their experience and accomplishments of they wish to be considered for the list. Only members who fill out the form will be included on the list to be ranked.
Article 10 Amendments
These by-laws may be amended by a two thirds majority of those present and voting at any meeting of the Association membership. |
